If you are simply using Deluge on your desktop then just add deluge to Startup Applications.

The error is simply because you do not have libtorrent installed. Installing deluge or deluge-common from apt-get should also install libtorrent for you.
There is an email on the linux mailing list that explains that it is nothing to be concerned about and a fix to change the message from Error to Warning has been submitted to 3.1 kernel.
If you are talking about individual file priorities then yes. For reference it is the same as piece priorities and in Deluge we have set the values as: Normal = 1, High = 5 and Highest = 7.
What does this command show:

apt will not touch anything in your home directory as that could have unintended consequences.
This is usually caused by a corrupt state file in your config so reinstalling would have no effect. Try with a fresh config.

Deluge does not normally use a lot of memory. Can you please try with the latest version of libtorrent 0.15.7 and Deluge 1.3.3 from our PPA.

I found a much simpler workaround for this in Bug #748615.
Open the sudoers file for editing:
sudo visudo
then add the following line, replacing admin with your own login username:
If you upgrade to 1.3.3 from our PPA it will have the option: https://launchpad.net/~deluge-team/+archive/ppa
To enable the old systray, which is what is being suggested, you need to uncheck Application Indicator in Preferences.
